I have a used rear wheel that fits some of your criteria and I'd sell  
it cheap. It is 559 mm diameter (so would take a 26x1.5" tyre though  
it currently has a 26x1.25" tyre on it) and has an Alex DA-16 32-hole  
silver aluminium rim, stainless steel spokes (one of the non-drive  
side spokes looks like it impacted something as it is bent and loose  
and should be replaced) and a Formula rear hub with SRAM 11-32 8- 
speed cassette on it. I'd sell this wheel for $15.00 plus postage  
(which I'm sure would be more than the price of the wheel, perhaps  
double). As your frame is steel you should be able to cold set the  
dropout spacing to 135 mm which results in a stronger rear wheel due  
to having less dish. You could put a 7-speed cassette on the hub  
using a spacer to take up the extra space behind the largest cog or  
you could convert to 8-speeds which might be as simple as switching  
your bar-end shifters from index mode to friction mode.
