Hi Peter
A speed of 20kph for any sort of human powered boat
would be only possible for an elite athlete in a sprint.

this is the link for pedal powered boats and will give you a good
idea of what is out there. In Australia pedal boats are like hens
teeth, the commercial ones available are no where near the speed
you mentioned.
