[hpv-boats] V14 Test

I finished V14 today and took it for a short run.

It gets to 11kph quite easily.  Probably a little harder to get to  
above 12kph than V11J but then has a higher top speed.  I have  
already hit 17.3kph without any tuning.

The bare hull ended up weighing 11.5kg after painting.  With rudders  
and drive frame it is 19kg.  The outriggers add 3kg more. I have made  
the outriggers plug-in so they are transported separately to the main  
hull.  The main hull is light enough and ballances well enough to be  
carried in one hand using the frame as a handle.
